BII commits over US$400M to Southeast Asia’s climate financing, following its direct investment in Xurya

Published on December 10, 2025

British International Investment (BII), the UK’s development finance institution, has announced £308 million (over US$400 million) in climate finance commitments across Southeast Asia as part of its current strategy period, with a target to deploy up to £500 million by 2026.

The regional commitment follows BII’s direct equity investment in Xurya, Indonesia’s leading commercial and industrial rooftop solar provider, backed by ACV Capital.

As institutional capital increases its exposure to Southeast Asia’s energy transition, platforms with established operating track records are increasingly serving as reference points for further investment. BII’s £308 million regional commitment, following its investment in Xurya, reflects the role of scalable rooftop and distributed solar models in meeting both commercial demand and national decarbonisation goals.

In Indonesia, Xurya has been a key participant in the growth of the rooftop solar market, pioneering a no-upfront-cost rental model for commercial and industrial (C&I) customers. The company has secured over 200 MWp of solar project capacity, providing end-to-end solutions from feasibility studies and system design to installation and operations.

Aligned with Indonesia’s Electricity Supply Business Plan (RUPTL) 2025–2035, Xurya has expanded its business into off-grid C&I and Independent Power Producer (IPP) solar projects, addressing both large-scale demand and energy access needs in remote and underserved areas. Solar energy is expected to be the largest contributor to Indonesia’s renewable capacity target of 38 GW by 2035.

The expansion builds on sustained investments in technical capabilities, battery storage, and operational readiness, alongside institutional strengthening to support long-term project development. Xurya’s positioning reflects growing investor interest in platforms that combine local execution with the ability to scale across multiple segments of the energy value chain.

“This decision is not only a business move, but a step forward in making clean energy more accessible at scale. With the government’s increasing commitment to the solar sector through the RUPTL, we see strong momentum in both distributed and IPP solar. Xurya is ready to collaborate with stakeholders and apply our experience in developing and operating solar projects to support Indonesia’s energy transition,” said Eka Himawan, Founder & Managing Director of Xurya.
